If I move my sand, and rocks to a new tank is there risk of anything resetting biologicaly? Can I put my fish/coral in the new tank as soon as everything is in?

Yes and no. I’ve done this multiple times. Sand is tricky. Who knows what’s in it. I like to replace it with new sand or just go without. Placing it in a new tank creates a foggy mess that lasts for however long it takes to get the detritus settled/filtered. As for resetting the biology of the tank, it depends on size. Assuming your rocks are teeming with life, including bacteria, you should be able to have a good quick cycle. And I only say mature and established because I have a lot of coral and I never have issues with big swings and suchMy rocks are about 10 months old and I have a very mature and established tank. Would you suggest bare bottom? Because I don’t necessarily want to get new sand. I’m going from a 15 to a 30
