I’m looking at getting some cheato to place in my sump and was wondering what light I would need to grow it? Can I just get a cheap grow light off eBay for this?
I don’t have a refrugium but I have a small section in the sump which comes after the intake section where I could place it.

Lot's of options out there. If it's "small" A hanging led growlight from Eebay or amazon would work. I have a 80 watt led from amazon over my small fuge. sorry can't tell Ya which one.

I had this unit for macroalgae and growing phyto and had good results:

Here is a sample of what the growstar 150w ufo is capable of. In the first picture I rotated the chaeto "brick" 45 degrees. In the second picture it is on its side. I remove two one-gallon zip lock bags about every 1.5-2 weeks. This was actually trimmed less than a week ago, and as you can see, it is already filled out. I actually flip and compact the brick once it starts growing out of the water and turning light green, which is what I was about to do there. This allows it to grow even more before I am forced to trim it.

This is on a 90g DT/40g sump system, about 105g total water volume. Refugium section is about 9 gallons, 10.5" x 17.25" x 11.5".

Does the ufo 150w make any noise I’ve heard of some leds that made noise from the fans I’m assuming but you could hear if your tank is very silent
Yes definitely. Loud fan, however I never hear it because it's only on when I'm sleeping and not in my bedroom. One guy I know switched it out for a nicer noctua computer fan that was like $7 off amazon I think.

And did that fix the problem with the noise because My tank is in my room
He said it did but I don't think the tank was in his room. You will likely hear any computer fan running over 50% in your room, regardless of quality. Even if you can hear it the higher quality fans will sound much cleaner/less whiny regardless of volume.
