i need a good ligth from amazon under 15 dollars that i can use to grow this plant... anyone used it prefer a thing that has a clip please if possiblle thanks

You can get this at Home Depot for a couple dollars cheaper most likely:

i have a simmilar bulb to that one but it has 4 blues one white

A cheap led bulb and refector will do for most. If you have powerful lights for sps corals in your display tank, the macro algae in your refugium can be out competed by algae in the display. In such a case, getting a powerful light for the refugium, can make a big difference.

Will the salt water cause the light holder to rust?

Yes. Just keep the rust out of the water. It's definitely not the best or best looking solution but it is the cheapest and will get the job done.
