I'm having a problem growing my Cheato it's under lights 24/7 and been like that for 6 weeks now.but it's going brown now and a reddish colour I think it might be cyno because all the side of my refugium are going brown and a reddish colour too is this normal since it's a new setup

I've heard it's better to run your refugium light schedule opposite of your dt light schedule to help keep ph more stable. Maybe too much light?

High nutrients & extended light periods are the main cause for cyano in a fuge. Been my personal experience anyways. Especially the high nutrients as I run my fuge light opposite my DT & only for 8hrs.
As for lack of growth in chaeto? Could be it needs to tumble, lack of iron, to much light. Do you harvest it at all? At least once a month I'll break my chaeto in half, throwing out one.
I also lightly vacuum the surface of my SB in my fuge. Detritus buildup needs to be removed.

12hrs a day will out compute the cyano, on top of that everything needs night and day

Depends on the light your using. I found that the LED light bulbs from any home improvement store work best. And I wouldn't run them 24 hours. They should turn on when your display lights go off
