After adding this, I’ve noticed my clown fish started itching on the Floor of my bare bottom. Should I be worried?
lots of fizz in the water.
65 gallon tall + roughly 30g sump= 95g total roughly
added 9 scoops to tank water in a water bottle to dissolve and added into display.
added airstone to display
Wonder if I should’ve split contents of the bottle between sump and display

It is a antibiotic so it will kill all your bacteria. Good and bad. I would get some bacteria as soon as you are done with treatment after your 25 % water change and activated carbon. Has cleaned it out put in some new bacteria. Or you could have a crash.
