Hi I'm new to reef tanks and I have a question on the placement of the bag. Can I just put it any where in the sump with high flow ? I put it in the media cup and it overflows. I have a red sea 170.

You generally want it in a place where the water will be forced to go through the media. This will ensure the proper working of the carbon/etc. Sometimes a nice media basket can help with this. You can also make one to fit the system. I am not familiar with the red sea 170, so cannot comment directly on it. Try to find an area that water is forced to go through it, but can go around as to not cause a flood. :)
 
Do you think I can use the BRS carbon dosing cans. (I don't known what it's called. )

High flow area like stated... Also dont use cheap carbon some will leach unwanted phosphates.
