lots of people on here will tell you not to do it. but, i can tell you i have had success keeping a very small dwarf angelfish in a nuvo aquarium. just keep your parameters rock solid. and i mean rock solid. then think about upgrading as the fish grows.
If it were a long then I would say maybe, as mentioned above it's not necessarily about the size but more of the level of activity and temperament of the fish (pygmy angels can be quite pugnacious). I had an LFS that had a Flameback (same size and build as the cherub) and it could cover their 150 gallon tall display tank (4x2x2.5) from one corner to the other in a few seconds and back again. Personally I wouldn't try one in anything smaller than a 40 breeder.
