chloroquine phosphate help

Hey, I am dosing my fish with chloroquine phosphate 250mg tablet diluted in a litre bottle then putting 600mls of medicated water in a 100 liter QT tank. treatment for ich and velvet. treatment doesnt seem to be working ! Fish are heavy breathing I'm treating daily with recommended dose of prime to can anyone help !

Are you running a powerhead aimed up at the surface so it's actively rippling the water surface to increase O2?

so I have been but not much because I thought the flow was to much ? should I be leaving it on longer?
