I just noticed this on my powder blue tang, do I need to be concerned about this? I had him for 3 months now and this seem to have just developed overnight. He is eating and acting his normal self.

Looks like Hyper-Melanization in which something came in contact with its skin such as anemone or hammer coral and it got stung, which should dissipate. Also noted is tangs are slightly thin showing pinching and ribs.
In addition to nori, what foods are you feeding ?
 
Were you talking about the yellow Tang specifically? Here's another angle of the little guy. It looks more full and round on his right side.

I feed LRS reef frenzy at night, a sprinkle of PE pellets or mass stick during the day

That’s the problem with photos - the top photo looks like a serious / deep lesion, but in the lower picture, it looks superficial.
The YT is a bit thin and somebody has been picking on it. Make sure it gets good amounts of high protein/high fat foods to try and build body mass back up.

In person, I would say it looks more like an abrasion, but it's so perfectly circular, so I wasn't sure.

Any recommendations on food? It's either the powder blue tang or the clownfish nipping at him.
 
Diced up mysids would be good. Small pelleted food like NLS is good if it can learn to eat them. This is one of the tank raised tangs - if you knew what it was raised on, you could feed that.
