For best results, place the powerhead(s) somewhere between 1/3 and 2/3 of the way down on the glass. Most people put them on the back glass. Angle them up so that the surface of the water is agitated as much as possible without the water splashing out. That will allow for the maximum amount of oxygenation in the water column. If you place one at each side on the back glass and then point them up and towards the center front of the tank it will also help to create fairly random, chaotic flow so there will be a minimum of dead spots where detritus (fish poop/uneaten food/etc) can accumulate.
Depending on the plans you have for the tank, you may need more or more powerful power heads. Plan on 20x turnover for a fish only (FO) tank, 30-40x for a soft coral or large polyp stony coral tank (mixed reef or LPS), and upwards of 60x for s small polyp stony (SPS) tank. So, for example, if your tank is 40g, you would need a minimum of 800gph for a FO, close to 1600gph for a mixed or LPS tank, and at le4ast 2400gph for a SPS system. My 120 mostly SPS tank is very happy at ~80x. I don't bother with adding in the return pump flow to my numbers - that is just for in-tank circulation.
As you may have already discovered, using a bubbler in a marine tank doesn't work well, The amount of salt spray created makes their use less than optimal.
