Citric acid (mixed) degradation?

Once citric acid is mixed up, and maintained in a relatively air tight container does it’s effective degrade? Over time, I notice some growth in the mixed solution, but I generally just filter it through a particle mesh filter material to clean it up.
 
Citric acid solution should be chemically stable over time, but bacteria may consume it if it is not concentrated enough to inhibit growth.

What are you using it for?
Clean pumps and other parts from coralline, etc. I wonder if the growths I see in my solution are bacteria consuming the solution? I’ve been mixing 1 cup of the citric acid powder into a gallon of RODI.
