Cleaner shrimp hangs out on surface

I picked up a cleaner shrimp a couple weeks ago. Just the other day, when I start feeding, he started swimming up to the top of the water column and just running around upside down looking for food. Is this typical behavior, or is this guy just suuuper hungry?

They are usually very aggressive eaters and this is common behavior.
