Is there any risk of cleaner shrimp bringing in pests or diseases into the aquarium, or are they typically pretty safe additions?

It’s more the water they come in. It’s preferable if the shrimp comes from a fish free system. Personally I QT.

Once they molt, they're safe to add. Otherwise, the cystic stage of ich/velvet can be attached to their exoskeleton.

I would recommend at least an observation stage in a holding tank.
A friend of mine got velvet from chaeto he bought on FB so one would assume the shrimp's exo could also carry it as well.
I like to assume that anything and everything could bring a pest or a problem so at the very least, I keep coral/inverts/fish separated from the rest for a month

I'm not too sure about saltwater shrimp (decently new to the salt hobby) but I have a freshwater Blue Dream shrimp tank and I know that most fish diseases in the freshwater don't carry over as much to inverts/neocaridina, but they do have their own things to look out for. But again, reeftide made a good point, there could be itty bitty little pests along for the ride on him that could be introduced to your tank.
