Cleaning a used tank

The tank I bought was previously used for freshwater. All around the top edge of the tank, there is gunk that won't come off with a sponge and vinegar. I've been at it for probably 2 hours now. Whenever it's wet, it looks clean, but when it dries, the same thing comes back. Any advice?

Also, what is the best way to remove sand? There isn't that much, but I want to make sure I remove it all to clean properly.
 
Razor blade and vinegar. For the sand just clean out as much as you can with a cup and then with a wet rag.

Yup plus 1 on this... vinegar is the key to cleaning out used tanks.
 
You can use a rag soaked in vinegar to lay on top of tougher deposits. Give it a little time and the cleaning should be easier. I use a spray bottle for spots sometimes for better coverage. GL
