Cleaning out a 35g

What’s the best way to clean out a 35g drum that had a cleaner in it to make RO water?
 
It depends on what was in the drum before ("a cleaner" isn't specific enough). So without knowing exactly what was in it, rinse it out until the RO water stays at the TDS it was coming out of the RO filter.

That said, most of us simply wouldn't use it. Although it might come perfectly clean, the time and effort involved is simply not worth it. Uline sells 55 gallon drums for about $100 (CAD) plus shipping, personally, I would rather a brand new one for a couple hundred bucks than to risk my livestock on a used drum.
