I know citric acid is the go to for a lot of people but when buying used power heads what are some steps to prevent any issues like ich or other eggs that might be on them? Or will citric acid take care of them?
 
Acid or diluted vinegar solution will rid of it
 
Citric or Muriatic. Both will do the job, Muriatic is just stronger and you need to be more careful. Always add acid to water, never the reverse. Vinegar is fine for all plastic parts but not recommended for pumps etc with metal in them as the Acetic acid can penetrate the plastic and start corroding the metal underneath.

I use Citric myself, mostly in warm/hot water to speed up the process a little.
