Fill it half full of vinegar, shake with your thumbs over the ends, and let it sit for a bit. Repeat.

Acetic acid in vinegar is strong enough to remove carbonate build up a other crud but not hurt anything else.
 
Usually you screw off the top (threaded end that has the power cable coming out). The UV bulb will slide in a glass tube that separates the bulb from the water flowing around it. Once you screw off the top you can slide the UV bulb and glass tube out to replace the bulb or clean the glass and the housing tube.
