Cleaning Water storage container

Is it possible to remove 2,4-D from a water storage tank (55G Drum) and use it for an ATO?

Background Info.

This 55G drum was used for spraying weed killer in a field around 15 years ago. Then it was cleaned out and sitting outside for the last 15 years with the top off getting rained in. I have read that it is possible to remove with ammonia and water, but dont know if it would be possible to reuse it.

I wouldn't take the chance using this. The other consideration is the time and cost of cleaners to clean out this barrel.....when you can buy a food grade one for $20. THIS is from the Birmingham Craigslist.

I don't know how you'd be sure it was adequate cleaned.
