So when your spot cleaning your tank, is it normal for the salinity to drop or does it take a bit to get back to normal?

How are you cleaning? Salinity shouldn't change unless you are removing saltwater and replacing it with non-saltwater. This can happen if you leave on an ATO while drawing saltwater out of the tank, for example.

Salinity should be rock solid... Don't know why cleaning of any sort would change it.

As Dave mentioned, ATO systems need to be disabled if you're removing water from the system...

I am using a siphon. It will be steady at 1.025 than drop to 1.023.

So if I am pulling water out when adding new water in do I need to make it salty?

The only time you don't use salty water mixed to 1.026 or whatever you use is when you are adding back water lost to evaporation.
