I am currently running a fluval 13.5 gal tank a year old February. I started using aquaknight lights. 60%white 100% for 8 hours, blues 4 hours. I also scraped the green algea off one side of the tank.... wasn't alot.

Just recently I noticed clear bubbles on the glass after having the lights on. Is this a form of algea? If so what type and how do I get rid of it?

!!! Welcome to R2R !!! Can you post some pictures of your tank? I think that you have too much white (60%) on those lights.

The bubbles your seeing is probably just oxygen being produced through photosynthesis. (algae growth) Unsightly yes, but definitely not harmful in any way.
Like mentioned above though you might want to adjust the color/intensity of your lights and see if there's any change. GL.
