clear fan shaped critters

These popped up in our 65 gallon saltwater tank. We have a mandarin, 2 seahorses and one clown fish in the tank. Any idea what they are? they appear to be conical or fan shaped, maybe covered in eggs.

It looks like there Is some sort of clear structure around the dots, very hard to see on the picture, can you put some piece of black plastic behind one and take another picture
 
Those little dots look like maybe they could be eggs? And the clear thing is a sort of protective cocoon? Do you have anything that could have bred? Snails or crabs maybe?

There is a clear membrane that the dots seem to be attached to, and the bottom is attached to sand particles.

i just added a clearer picture. I wonder if it might be some sort of snail egg sac? We only have a red hermit crab in there but various snails, a sand sifting starfish and a conch.
