This doesn't look like either of them to me and more like an injury although I am probably wrong :)
He has had it for weeks and it has gotten no worse, and on just one eye and no other in the tank has any signs of it. he eats and reacts normally albeit not on that side. it does protrude from the eye a few mm and is only on the pupil of the eye. The rest of the eye looks normal.

Water parameters are good except for Nitrates which I am working on.

Any help is appreciated.

Hard to tell from the image, could it be a fluke?
 
Once flukes goes to the eyes, the fish doesn't usually live more than 2-3 days.

Could be due to injury, but if it's been there for weeks that means it's not healing. I would treat in a QT with antibiotics.

I'll try and get a better picture tomorrow.

@Humblefish Would it not be a good idea to use Neoplex as a food soak and treat the whole tank? It is a FOWLR tank and Neoplex won't harm the filter bed according to what I read about it.

If no corals/inverts are present, you could dose it. But I wouldn't use it as a food soak because that won't make a big enough impact to help his eye.
 
Looks like a gas bubble on his eye; although the cloudiness denotes infection. You could dose Epsom salt (1 tablespoon per 5 gals) to see if that will relieve the swelling.
