Cloudy in day / Clear at night

For the past week my water has been cloudy in the day and within one hour of the lights going off it becomes crystal clear again. It's a newish reef tank just finishing up the diatom stage.
 
I’m sure it’s just a bacterial bloom, the lights will show it. Keep good surface agitation
 
I look through the side of the tank during the day at a constant light source and then at night and It's markedly different. Unless the light is refracting off the bacteria or some other optical weirdness.

I have been feeding a lot because my chaeto is sucking up so much phosphate. I’m only running it 3 days a week to keep my phosphate from bottoming out. Also battling low ph so I hooked up a recirculating co2 scrubber, so I don’t want to turn off my skimmer. You think it could have something to do with overfeeding even though my levels are so low. My nitrates are 4 phos ranges between 0.02 and 0.01. Should I start dosing phosphate and feed less?
