Cloudy on Setup

I set up a 20L QT. Added some fine sand and LR since it will be specifically for wrasses. Rinsed my sand but it's very cloudy in the tank. Went ahead (stupidly) and started everything... Power head and BioWheel. Get up this morning and BioWheel is burned up. So let's try this again...
Should I let everything settle and then turn on filter and power head? Will that not stir it up and create the same problem again? Help!

Hey man,

If you used any of the Caribsea sand, they typically come with a solution to help settle the sand when you first add it. But what I do typically for the first 24 hours is to just let the water stay stagnant with no powerhead nor any water movement. The sand will fall to the bottom and the water will clear up.
 
Thanks, that's what I should have done. This didn't have solution, but wasn't live either.
