Cloudy on top and micro bubbles

I have a suddenly cloudy'ish tank. Its more so on the top. It doesnt look like oil, more like dust. Tank is new and has completed cycle.

H2O parameters
Amm: 0ppm
Nitrate: 0ppm
Nitrite: 0ppm
Ph: 8.0

I also have HOB FILTER with filter pad, bio-blocks, and carbon media. I cleaned them all out using tank water to get rid of the crud.

Looks like a bacterial bloom...as tanks mature they come and go. Doesn't look too bad, just keep aeration going. Do you do any carbon dosing (NOPOX, vodka, vinegar...)? That can often cause blooms like that.

I don't do any dosing. Will good lighting help get rid of it?
 
Update: Got home from work today and water is more cloudy And fish are stressed.. (blue damsels turning black). Water parameters are perfect

Can Bacteria Bloom make the fish stress out? And wouldnt a bacteria bloom cause an imbalance in water parameters?
 
The bacteria bloom uses up oxygen, and if you have a surface film, it may also be limited air exchange. You need to get the water surface moving as much as possible and put an airstone bubbler in if you have one. A protein skimmer is a great way to aerate the water and remove organics, but in the shorter term you need to get the fish some air.
