Cloudy water

Why do I keep getting bacterial blooms in my tank?? Yesterday I washed my filtration and did a water change, and boom milky water again, I'm currently aerating it

Ammonia- 0~
Nitrate- 25ppm~

tried a UV sterilizer? if there’s something off it won’t fix it but it will at least clear up the water.
 
Do you test any other parameters of water in it? Or what all have you been dosing into it.
Waste Away, on the bottle it says that the water might get cloudy, but in my other tanks it doesn't go cloudy, I dosed it a few days ago so there shouldn't be anything, I believe this happened from the filter cleaning from yesterday but I don't know why this happens, I also dose Phyto and zooplankton, coralline booster, Ca Mg KH pH buffers but that isn't important, the other parameters are
No2- 0.5 ppm
Ca- 450ppm
Mg- 1240ppm
PH- 8.0
KH- 8
Po4- unknown/ about 0.5 ppm
