Cloudy water

I have been dealing with cloudy water in my 40 gallon fowlr aquarium. I have done numerous water changes , with little change. Today I tested my water, and it is , ammonia 0, nitrites 0, nitrates 12. The salinity is 1.021. I put in fresh carbon today, so we will see how that works. Anybody ever deal with this issue, and if so what did you do? Thank you
 
Could be a bacteria bloom. How long has your tank been setup?
 
How long has your tank been set up?
What are your Cal and ALK readings?
 
I have had some issues with my frag tank. Like stated above bacterial bloom, run a UV and it will clear it up in a few days.
 
I've had this happen with my QT tank. I added a cheap ebay 18 watt UV sterilizer and the water cleared up in a few days.
 
Kill the lights and suspend feeding and see if it clears.

the adjust lights and feeding so things thrive and the water stays clear.
