Currently set up a new tank 3 days ago it's set up with dry Rock and dry sand running gfo and carbon filter sock and my skimmer and dosing seachem stability for bacteria build up.

The cloudy water looks so bad you can clearly see a milky residue floating throughout the tank

Any suggestions of what it could be or how to fix it or if I'm just overreacting and not waiting enough time to let everything settle.

Don't run GFO or carbon yet. Day 60 and it would be an issue. Not on Day 3. Give it time. This hobby is all about patience. Did you pre rinse the sand and the rock? If not you will just want to run a powerhead and do some major water changes to get rid of the debris and then start your cycle.

Ok I'll turn off the gfo and cabon. I did wash the sand but not the rocks.

You in for a bunch of that then. Keep the lights off generally and if you have a diatom filter, use that. Otherwise a filter sock will help if you rinse it out multiple times a day.

Run it no lights and highest flow setting. Try and get the most turnover possible to try and get all the nasties out of the tank and through your sock. I'd recommend using a 100micron sock too. Water changes will help too, and use a gravel cleaner to get it all out of the sand.
My rock took forever to get it to a point where it wouldn't give off that milky residue and that was with a garden hose and a bucket. Can't imagine in a tank

Yup thats what im doing going to to use a gravel vac to clean that sand because that's definitely what the problem is because I didn't clean the sand good enough

Thank you everyone for the advice it really did help me I went out and bought a gravel vacuum. I mixed up the sand bed and vacuumed it out the best I could with 15 gallons water change.the water is almost perfect
