I just have two clowns the one that is acting strange is the bigger one do u think it could be somthing else should i do a fresh water dip to see if it stops his pain for now till i can figure out whats wrong

How long have you had the clowns? Have you added anything to the tank recently?

^^This. Also, any white dots or patches on the fish? And just to take environmental into consideration, can you do a quick ammonia check? How long has this tank been setup?

He did nip at a zoa that was floating around because it disintegrated. All the filter media smells like when u pull zoas out of the water. Could it be possible that he ingested some of the toxin?

This is very possible, if he ingested some of the zoa he probably also ingested some of the toxin. :(

Is he eating at all? It wouldn't hurt to add some vitamins to his food if he is. Vita Chem can even be added directly to the water itself.

To clarify, vita chem (or selcon) is not medicine obviously, but it might help him fight something off.
