clown fish problem.

hey everyone i started my tank about a little over three weeks ago. i have had fish for at least 2 weeks in the tank now. i have two clowns and they were both happy active fish. now one clown looks to be having problems breathing almost looks to be panting like a dog does. also hiding away in the rocks and not swimming. i have checked all my water parameters and they are as follows:

ph 8.2
ammonia 0ppm
nitrates 0ppm
nitrites 0ppm
water temp 76-78

i can't figure the problem or if its a problem please help.
my tank is a 29g biocube with live rock and live sand
 
How recently did your tank complete it's cycle? You should be showing nitrates.
 
Ok now I'm in a panic guys new update. Woke up for work this morning and noticed some discoloration on the fish and also some white specs on him also! What do I do? What is it?

Sounds like ich; although with a clownfish could also be brook. Can you post a pic?
