Clown fish swimming bear surface

Got new clown fish 2 days a going the swim back and forth and one saw swimming near surface her top fin touches the surface and I put little activated carbon in filter and some got into the tank could that hurt them it’s by Kent
 
Looks like your new clown has a swim bladder problem. It may clear up on its own, given enough time. Sometimes the stress of moving fish causes swim bladder problems. The carbon is not toxic and should not harm anything.

Is she always at the surface and cannot swim deeper? Clownfish can be just plain old weird sometimes.
Both of my Snowflake Clowns sleep at the surface every single night But as soon as the lights come up, they are back to normal.
