Clown Fish Swollen Lip

I had a case of velvet in the display which is currently fallow. I have the survivors 2 clowns and a wrasse who have been through copper QT and observation for about a month now. One of the clowns lips are very swollen. He is acting mostly normal however is having a trouble eating with his lips. He will approach the food but likely cannot move his mouth. No signs of spots on any of the fish. How should I proceed?

are there other clowns? sometimes they lip lock as kind of a breeding move. it happened to my breeding pair in my 125
 
I suspect it slipped through on a wrasse that was not showing symptoms in a 14 day observational QT after being in low copper at the LFS.
