Clown Fish tiny white spots? Help!

I have 2 baby clown fish. They have been in the quarantine tank for a week now. I notice on the smaller guy, he has tiny white spots on him like ich. Like he has them for a day then the next day the white spots are gone. Then he has them again....then disappear. He is really active and eating well. Also, the bigger clownfish is pretty aggressive toward him. Any idea what this white spot is? It looks like ich.
 
Can you post photos the next time the white spots show up? I'm always suspicious of Brooklynella with new clownfish.

Here is a picture I just took, it was pretty hard to get a good picture of him. I hope this will do. Also if u can see near his eye. And there are some like black dots (idk if it's really black dot, but it looks like his skin is fading off) near his face (the white part idk what to call it).
 
Also one of his very bottom fin (idk what that fin is called) is missing. Like when I got him he still has em, but like since 2 days ago it's gone. The other guy seems to be really territorial.
 
Is he displaying any other symptoms? Heavy breathing, swimming into the flow of a powerhead, flashing or scratching against the rocks or sand, lack of appetite, odd swimming behavior ect ect. Anything odd about him?
I'm asking all this because the pictures aren't definitive. I can barely see the little white specks. If it were ick, they would be there (and in the same place) for longer than 24 hours before dropping off.

^^This. It's also possible sand might just be getting stuck to his slime coat.
 
He acts normal like the other guy. I guess i'll monitor him a little bit more.
