Clown Question

I'm in the process of redoing a whole bunch of stuff regarding everything tank related. I'm currently running a 90gal with 40gal sump. In the display tank I have three ocellaris clown fish that get along very well. All three sleep together, play in the same hammer together and are always together (2 Large and a Small). I also have a tomato clown in my fuge area of my sump. I'd like to take him out of the sump. I can either ...
A. Put him in the display in hopes all four get along. Is a 90 too small for 4 clowns? Is a 90 too small for the three? Am I pushing my luck already?
Or
B. I have an extra tank I could set up in my basement and give him a 20L all to himself.
If I go route "B" it would be just him and some rock (bare-bottom). Maybe a small nem in the future. My question is if I choose option "B", could I fill it with fresh saltwater and a big rock (talking a single 15# rock) from my sump and add him right away? Or would the tank still need to cycle?

Personally I would set up that other tank and put 2 of the clowns in there just so that one guy isn't lonely. But 3 clowns for a tank is nothing near ridicules
 
The tomato clown needs watched if put together. It'll be lots larger and aggressive possibly towards them over time.
 
I would NEVER risk a good trio (that's hard to accomplish by itself) by adding a tomato clown. I've owned many clowns, but never a tomato because they can be aggressive. Donate the fish. It's not worth the hassle of a secondary tank unless you could tie the systems together.
 
I ended up setting up a second tank right by my mixing station. I haven't decided what I'll use it for. Frag tank, clown/nem tank, breeding clowns. Who knows! But I can't donate him @jayjigga, he was my very first salt water fish I bought over two years ago lol. That's why I ended up just throwing him in my sump.
@Joshua Hurst, If I end up putting him in the second tank, I was thinking about trying to get him another nem. I wouldn't want him to be lonely. I used to have a HUGE carpet nem that he loved, but he decided to cozy up next to a heater and melted to it :-/
