Clownfish Aggression?

I currently have two clowns in a quarantine tank. I received one (the bigger one) a few days before the first, and the second one is about half the size of the larger one. They have been together for about two weeks now and I noticed the larger one going after the smaller one, and now the smaller one has some tears in its tail and one of its pectoral fins. For the most part the small one hides behind my filter or heater, but he does eat if I drop food in front of where he is hiding, and will even swim with the larger one sometimes with no issues. Is this sort of behavior normal? Out of concern I have moved the small one into a specimen container in the tank so that he can heal the damage to his fins. They are definitely fed enough (I drop frozen mysis shrimp in the morning and supplement with pellets or flakes toward the end of the day), and I perform a 10-20% water change every other day (20 gallon tank) to keep the tank as free of chemicals as possible.

It’s a hierarchy with females which are larger and dominant and steal all the food and even Corner the male
