My true percula do the same. One chills about half way up tank doing a head stand and more dominant one swims all over and the comes back for a tail smack. They do bed down together at night.
Did you cycle your tank? With dr tims one and only or some other bacteria? Maybe look into QT and take it from someone who lost 6 fish as I was building up my stock to none other than velvet. 12 weeks without fish in the tank shore is harder than putting them in qt for three to four weeks. Also have had five fish come in with disease since and die in QT. Thankful not in my DT
