Clownfish Breathing Hard

My setup is a FO only setup - no sand, no rock. No decor.
I have a fish with extremely heavy breathing. Not skinny and no external sign of like brook/velvet/ich. Recently I sold some fish to my friend, and very shortly after she started having large losses - fish having this same symptom. I'm not exactly sure what happened. I haven't bought new fish in 6+ months. I took a fish out of a QT tank that was in there for a year and put into system A. I then took known healthy fish from system A and put into system B. I was trying to consolidate and use up available space. In doing this, I transferred something. The fish from Qt never showed symptoms that entire time. I'm wondering if that fish was some how immune - I don't think that's possible.

Anyways, my friend lost fish FAST. Within a few days she lost 10+ fish.

I was thinking this was either the beginning of Brook or Velvet. I have 10 pairs of clowns in this system, and only 1 fish is showing the symptoms. I turned off my UV and added CP. I shutoff a canister filter that had carbon in it. I forgot to shut my skimmer off for a few hours....

1. Would the skimmer have impacted the CP levels that fast?
2. I was thinking of doing either a formalin dip or an acriflavine dip to help this fish. Will that help?
3. Will my fluidized sand filter impact the CP? I use that for biological filtration.
4. I also have a sulfur reactor to keep nitrates down. Will that impact the CP

I don't want to shut everything off because then I won't have any filtration... besides the bacteria on the tank walls.

If fish are breathing bad as you say they are I'm afraid you don't have another option.
You picked something up somehow and you see the effect of it.
You said it was just one fish right?

So far, just one fish. Can I just medicate the system?
 
I use HOB filters in my QT.
If you start medicating in your DT you need to clean all your filters.
Don't think that you can run any of them.
Socks should be fine imo.
Keep eye on ammonia and nitrites
