Clownfish breathing rapidly, help!

I recently purchased 2 new clowns and one is perfectly fine, the other however has been breathing rapidly since I got him in the tank and it gets worse at times. He swam around with the other clown the first day, then the second day he found a spot between a rock and a wall that he is just laying in on he sand. Occasionally he will swim up for a few seconds and then go back to the sand. There are no spots or red gills or anything and no mucus sloughing off, but his eyes do seem to be bulging a little now. The other clown and firefish are happy and eating like little pigs. Could this just be stress?
Parameters are ammonia 0, nitrites 0, nitrates 10, ph 8.1, calcium 460, and salinity 1.024.

Your parameters look good did he look good at the store where you bought him at?
 
I always try and get the guy at the lfs too feed any fish I'm going to buy before i take him . He was probably sick already

I actually got them both at a place that was only offering curbside pickup this past sunday. They both seemed fine in the pictures and videos and even in the bag when we picked them up. But I did notice that the one would not eat that night.
