I recently picked up a small snowflake clownfish, and all the does is swim at the surface of the tank with one side up. I have tried feeding the “new life spectrum marine formula” pellets but he will just nibble and not actually eat. My water parameters are:
Temp: 78 degrees F
Ammonia: 0ppm
Nitrite : 0ppm
Salinity : 1.025

It sounds like your clown may have a swim bladder issue if it's always at the surface and on it's side.

Is it always at the surface on its side, or just when fed? What other fish are in the tank?

tank Raised clowns are typically not only easy to feed, but enthusiastic (piggish) eaters.
