It is impossible to give good recommendations without more information - but I would start with parameters, if you're using medications or anything else you can add - if you look at the post stickie at the top of the forum - it asks which questions are helpful to answer

BTW - I would try an air stone - If you can to oxygenate the water - in case this is the problems. Unfortunately - its impossible to say much without more information

Pics are fuzzy to make determination. This lethargic look is often due to disease .
Is fish breathing normal or labored?
Tank looks very clean - is this a new setup The other thing noticed is film on the glass and a Basic hang on power filter which is a mechanical unit which may not be likely not keeping up with tank as filter was a suspect. The hang on unit is a mechanical filter and you want to have mechanical , biological and chemical to manage proper water quality. The power filter will polish water and trap particles via the cartridge.
Chemical is what traps and breaks down chemical compounds such as feces and uneaten food often accomplished carbon and GFO
Biological is what utilizes the natural process of biological filtration such as use of ceramic nuggets, bio blocks, and microscopic bacteria surfaces as examples. Best it to add or use a hang on refugium such as Reef octopus or AquaMaxx unit and even add a hang on skimmer such as ice cap K1- or K2 100
Ammonia spike may have been very possible and often undetectable after the spike event.

Just FYI - that filter has biologic filtration as well (in the form of a sponge) - however, you're right it may be too small for that tank.
