Mine would clean so aggressively before laying eggs that they could turn their lips white. I don't want to get your hopes up because I can't tell anything from the little info and photo in your post.
The clownfish that has the most white under its lips is the female. I don’t think they are breeding because they are only 1 years old. I’m not at the house at the moment, but when I do get home I will take another picture. I’ve also seen the clownfish especially the female being aggressive towards each other which may be the cause.
