clowns and rock flowers

Hey guys,
Two Questions

1) I have a 28gal nano JBJ, right now I have in there a regular Ocellaris (been in there just over a year), a Davinci Clown (just over week) Bangai Cardinal (same as Davinci) and a neon dottyback (about 7 months), question is, Can I add another clown? I saw a naked clown today that I really like and I want to add him, when I told my brother-in-law about it he said it would be too much. Is he right?

2) I just set up a 20gal tank that I want to put some rock flower anemones in, I have just a hang on back Fluval 4 on there. I know the Rock Flowers are meat eaters and I've read different things on adding fish, some say the rock flowers will kill the fish, others say they haven't had a problem with it. I just wanted some thoughts on that and if I added a small fish, like a clown or a Chromis would I need a protein skimmer?? I really want to keep this tank as simple and low maintenance as possible.

Sorry this is such a long post, I'm only about a year and a half into the hobby and I'm still learning, Thanks in advance for any help
 
Not sure about the rest of yoru questions, but I have a rock flower nem that ate two pipefish. The first time I thought maybe the pipefish died and was then caught by the nem, the second one was definitely caught alive. I've never had a problem with even very small clowns getting grabbed by it.
 
I’ve got about 20 rock nems in a 32 biocube. Haven’t lost a fish yet. Got 3 clowns, 2 sapphire damsels, staghorn damsel, blue chromi, pj cardinal, lawnmower. No issues with them

I could totally see pipefish being grabbed by one rock nem. My pipes, I had three, would sleep upside down, inside, against the top of their cave until a little strawberry nem relocated there. I had to politely ask the little nem to move. The pipes were lost without their "home" they also had to learn about my fungias. They just floated or slowly glided around more often than not...

Clowns should be okay since they aren't bothered by nem stings, other fish can be chancey, but most are good from what I have seen..
 
Stock wise you should be ok. A 3rd clown will likely at the very least cause temporary aggression. I think

So, I've decided not to add another clown to my tank, I don't really want to take the chance of anyone getting to aggresive. But I have decided that I'm going to wait a couple weeks and then get a couple of clown to put in my rock flower tank.
