Clumped up salt

Why does clumped up salt not dissolve. Had a full bag of IO that had a crack in it so it turned hard. I broke up up pretty good and added it to RO. And this is the result. Super cloudy, stuff on the surface and a good amount of salt at the bottom that wont dissolve.

Clumped salt is a result of moisture getting in and causing a reaction to occur which forms a precipitate. Calcium and magnesium might be off but you can measure these and add more to correct for the precipitate removal of these elements. Alkalinity might be off too..
