is this standard operating procedure? Recieved two separate livestock packages from two separate companies. Its 40 degrees here in Minnesota and they send the fish with a cold pack. Seems counterproductive. But maybe its normal.

I've had some packages recently where the origin and destination both had mild temps, but the hub (kentucky) was over 90. So they got ice packs. Perhaps something similar happened with yours.
