Cold water marine species

Hi everyone,
I am a PhD student who is going to some work with small elasmobranchs embryos. The species requires 14°C water, 31PPT salinity and a pH of 8.1. I have two questions, what product would you recommend for live bacteria additives to my system? And secondly, once the tanks are stable with the correct bacteria, can anyone think of a bony fish or even crustacean that can withstand those temperatures, are cheap, and easy to get ahold of? To test the waters and ensure it is safe before getting the elasmobranch embryos.
