Combtooth blenny possible parasite, HELP!

Sneaky Pete has been eating readily and actually become more social able recently. Looks bloated but seems healthy, breathing isn't labored. Water parameters are in the clear.
The only other thing I can begin to factor in would be the anemone splitting that's seated right above its cave.
If you have any input I'd appreciate it.

The tiny white specks on the body; I can't be sure if that's ich or velvet, or just sand trapped to his mucous coat.

So I'm thinking you may be referring to the lower section of the body, there's lot's of bubbles in the environment- I believe what your seeing is distorted bubbles. My main point of concern is the upper half based on what you can see in the picture. I have a few more shots.

Do flukes appear more dull than a stark white?

They are translucent which makes them difficult to see with the naked eye. You can see them in those pictures humble posted. A freshwater dip can confirm their presence. I agree that I see a few spots that might be flukes along with the specs that could be ick or velvet - that's undetermined at this point.

Either way, treatment of all the fish is needed in a QT and the display left fallow.
 
Not stoked to have to round up my blue tang or the blenny in question but I'll get on it today. Planning on reading up on tang traps. I've ordered prazipro and paraguard. I already add selcon and garlic extreme as preventative..... time to gear up for the rodeo!

For this situation will I be fine setting up a 50 gal Qt with an HOB rated for 38 gallons? It will house:
3 chromis
1 blue hippo tang- about 6in
1 flame angel
1 combtooth blenny
1 false perc clown
1 black onyx clown ^mated pair (don't know how to accommodate that in QT)
 
@Madelion33 That QT should work for that bio-load. Below is a DIY fish trap using eggcrate, fishing line, and zip ties:
