Connecting External Return Pump to Sump Bulkhead

I have the following setup...



As you can see from the arrow, there was a small leak where the PVC went into the slip bulkhead. The seal on the bulkhead at the sump was NOT where the leak was.

Unlike what is pictured, I have jammed the PVC in as hard and deep as I could but still the small leaks. The previous owner appeared to have used some black "glue" or something (you can see the residue on the pipe, but I have read not to use such things.

Can someone give a newbie some advice on how to best assemble this for a leak-free setup. Thanks!

You have to solvent weld the pipe into the bulkhead.
 
I would glue rigid PVC on the pump side of things. I generally do not glue fittings into bulkheads inside the overflow though, where you might need to remove them and the risk of a leak is non-existant.
 
The problem is the bulkhead is working backwards the wet side is on the dry side of the sump. That’s why it’s leaking around the pipe. The plumbing should be connected to the barb or threaded connection that is currently on the inside of the tank.
 
It's actually not. Doesn't matter which way the bulkhead is installed as long as the gasket sits right under the flange. I've put many a bulkhead in this way - it's quite useful if space outside the sump is at a premium. The reason for the leak is quite clearly a function of the OP having friction fitted the PVC pipe into the slip on the bulkhead.
