Converting ATO to refugium?

I keep seeing in various forums people lamenting the lack of space for a refugium in the RedSea Reefers and then casually mentioning that the ATO could be converted. How exactly would one accomplish this? I'm thinking a small powerhead to move water from the return chamber to the ATO and then another powerhead to move water back to the return chamber? Seems like the slightest imbalance in flow would result in either a dry fuge or an overflow. Ideas?
 
Just occurred to me that the best way is probably to drill the ATO chamber and plumb an overflow back to the return chamber. Right?
