converting current tank to QT

I have a 15g hex running for many years. Upgrading to a bigger tank. I also setup a 13G quarantine.

The new tank ETA is now pushed out likely to end of Jan. I want to start getting fishes in QT.

Do you think i can just pull out the rock from the 15g and have that as a second QT? This will allow me to put more fish in QT. I have not encounter any disease on this tank for many year. I know this doesn't mean pathogen like ich doesn't exist. Can i just start metro+CP treatment after removing the rock? I have shallow <1" sand in the tank. Using canister filter with foam and matrix bio filter. I am afraid pulling out the sand may cause more problem. I have no intention to transfer the sand to the new tank. The plan is to shut down this 15g.

By the way, once the matrix is exposed to copper, can it be reuse or trash?
