Looks like hydroids to me, and I am not at all sure, but I believe they are not a good thing in an aquarium. Hopefully others will come here and advise.
 
Yeah, medusa-stage hydroids; they typically go away on their own after a while, but they may persist if they're a photosynthetic species or if you have enough pods, rotifers, BBS, etc. in the tank for them to feed on.

Some species are harmless, other species pack a fairly potent sting and can harm things in our tanks.
